The Efficiency Cities Network (ECN) is an informal policy learning network of government staff, researchers and technical assistance providers, and NGOs currently active in or committed to making scaled efforts at high-road energy retrofits of urban building stock. This website provides ECN members access to materials related to the Network.
The Efficiency Cities Network is hosted by COWS in collaboration with Green For All and their Retrofit America’s Cities Community of Practice.

The topic will be: “Variations on a Theme: PACE Legislation and Retrofit Ramp-up Programs in Maine and New Hampshire”
In the wake of the FHFA actions on PACE programs, many eyes are turning to New Hampshire and Maine, both of which have adopted legislation that authorizes different types of PACE programs. We’ll hear about those two bills, and what they might mean for PACE nationwide. In addition, both states received Retrofit Ramp-up awards, so we’ll hear about those programs and how they are shaping up.
