Green For All: Retrofit America’s Cities
As part of the Retrofit America’s Cities Community of Practice, Green For All is partnering with COWS on the Efficiency Cities Network, a network of government staff, researchers, non-profit organizations, and others seeking technical assistance on how to bring such programs to scale in their cities. Members of the Community of Practice will be able to participate in the Efficiency Cities Network webinars and are encouraged to share their own policy prescriptions and best practices.

This report provides a model for cities to design and implement weatherization and retrofitting programs that address climate change, put people to work, and reduce working families’ energy bills.

This report from the Green Justice Coalition addresses the equity issues involved in a city-scale retrofit program, many of the barriers to implementation, and examines possible solutions to these barriers.

Oregon Legislation Allowing Assessment District Financing
HB2181 would allow local governments to create local improvement districts within which owners of qualifying residential and commercial property may receive loan financing [of energy efficiency and renewable] to pay for cost-effective energy improvements to property. The State Department of Energy would be authorized to make loans to finance cost-effective energy [efficiency]improvements to existing real property in districts.
